There had been ongoing rumours on the reason behind the battle between the Academic staff union of universities (ASUU) and the Federal government. The issue of Asuu strike has been the concern of many students, parents and business owners. Although, the belief of most nigerians is that the strike was linked to the witheld lecturers pay or the recently enforced policy “Integrated Payroll Personnel Information System (IPPIS)” by the Federal government on the union. This wasnt true, the fact is far beyond now. From a layman point of view, if those are the base of premise, then, they should have concur to the governemnet will since they are already paid through the enforced platform already.

Notably, the genesis of the union premise could be traced back to the FG compromise of the 2009 agreement. The union back then identified the need for the restructure of the Nigeria academic rotting sector whuch led to the innauguration of the FG/ASUU negotiation on the Thurs, 14th November 2006 led by the officials of both parties. Not sooner, the two parties began negotiation on the terms and conditions of emoloyment in the academic sector. Finally, the agreements were made at 2009. Items in the agreement include the terms and condition of service from the ASUU and FG such as unified breakdown of lecturers’ salary structure, compensation, staff loans, pension, overtime, and moderation of examinations. This was as a result of the reduction in the cost allocated to the Educational sector then. Not more than 7.25 percent of the National budget gets to the academic sector which is quite minimal for the sector development. Moreso, as at then, comparison between a senators salary with ordinary Bsc and a professor of academics is like a whole house compared o its door. Hence, the Union demand a restructure in the policy and system of the Universities.

Inclusively, some part of the agreemen was about the government funding of the universities in other to control brain drain in the sector. Then, both partiesagreed that each federal university should get at least N1.5 trillion between 2009 and 2011 while state universities should receive N3.6 million as remuneration. This was agreed upon as the union request the FG to increase the annual budget for the sector allocation to at least 26% andwith half of it to the Nigerian universities.

Morover, the agreement requested for the amendment of the 2004 Joint Admission and Matriculation Board, JAMB, Act, and the National University Commission Act. The texts of the proposed amendment bills on the National Minimum Standards and Establishment of Institutions in Act 2004 – were provided in the agreements.
After all said and done, the agreement was signed by the the chairman of comitees of pro chancelors of Nigerian universities alongside the then Asuu president. Although, the level of government implementation of this agreement remains obscure till date because some parts were considered obsolete. But the major one open to most is the failure to meet lecturers proposed earned allowance.

Now back to the present, despite most of the universities lecturers allowance such as wardrobe, food, transport and other miscellaneous been compromised, the government further imposed unto the sector another enslavery policy which will cut short all earnings into one. Consequently, there might be no more sabatical leave earnings among other. Whereas some senators are earning close to 15million monthly as reported by sagay. As a result, the Academic Union of university hs decided to design its own pay platform called University Transparency and Accountability Solutions (UTAS) as against the comforming IPPIS which might at the end cut short all their allowances leaving alone their basic pay.

Sadly, the effect of the union ongoing strike might face unpleasant notion of the students particularly the universities students who are already tired of the enforced stay at home for the covid-19, then cow coming to meet the Union strike. Hence, some people believe the union should halt the strike for now, at least for students sake, while others believe they put in more effort to stand for thier right.
